This is a list of ip's or domains that we have received spam from. You would do well to black-list them. The ones that say "range" next to them are blocking the range 0-255. The last position has to be 0. use 255.255.255.0 as a subnet mask.
If you are using Exchange Server you can add them to the deny list. You may block whole ranges. If you need to communicate with an ip that falls in these ranges you may put that ip in the "allow list" and communicate with that ip while blocking all others. We have checked each number to obtain this information. You may download this list in Excel and add your own entries to it. The example below shows how to use the netmask.
